Help me figure out how to get windcleaver

I need windcleaver for weapon connoisseur quest, but I don’t wanna wait for a chance encounter with the blade master. Is there a location where there is a windcleaver or a specific spot where a blade master is?

Ive done the shrine in kakariko with the priceless heirloom thingy, so I can’t get one from there

If there is no way to cheese getting it, pls tell me a time or location when the chance encounters happen
