Motor comes as an assembly and is obsolete, can't be fixed. Or as I would put in the comments at work: "parts obsolete, can't fix"
I figured as that tube around it seems crimped down to the bottom part. It’s weird how there’s a ton of videos and parts list that show it can be separated for this exact model but no mention of any ever having a one piece motor. Maybe just the first batch sent out? It smokes here and there but technically still works. Thank you so much! Just an excuse to get another Surge impact.

The 4th character in the serial numbers indicate different revisions, in more recent tools the differences are minor and can usually be ignored unless the breakdown specifically points it out, older ones not so much
B28A is the only revision to have a one piece motor, all revisions from B28B on had the more traditional Milwaukee style brushed motor.
That’s interesting. Most people probably just threw it away without even opening it. FYI, those m18 slim batteries are garbage. Lithium’s hold their charge and I have newer m18 packs that last forever, but the slims would go down to one light after sitting (not even on a tool) for 2 months. That’s as bad at those Mikita NiHM 9.6v batteries. Brand new back then, they’d lose 95% of their charge within a couple weeks.
That pate is literally sealed on the sleeve. Nothing gets loose of gives way. I can’t get inside to replace the armature. All the manuals and videos show the brush card on the OUTSIDE of this sleeve. None show this exact part?!
