QUESTION: SHOW'S FPS & VIDEO DETAILS

I was just wondering why this specific show is so jittery and almost as if it's playing at 10FPS? I speedtested my internet and it says smooth 210mbps 3x in a row and I tried watching other anime and netflix original shows but they all run smoothly (30FPS, standard). But this show for some reason is suuuuper laggy and plays as if its on an old DVD like the good ol' days. Is it just me? Or is the show naturally laggy?

EDIT: Im running a fairly average PC, with a standard 24" 1080p Monitor. Ultra HD Netflix plan. I have never experienced any sort of lag from Netflix. I think its a specific TV show export problem from their part. Thoughts?
