In contribution to what Nephethys said, in ESO there's also at least one dunmer Biiril who has consumed some sap from a healthier Hist tree which seems to have taken a toll on his sanity. Not violently attacking and hallucinating like those in TES4, but it has clearly done something. He's a former Skooma addict who says this interesting quote among less coherent ones.
"He said the tree's sap would be better than skooma. He was right. He said the Argonians might be angry. Do you think they're angry? To me they always look angry. It's the teeth."
One of the more insane lines is:
"I can feel the spores on my fingertips. Can't wipe them off. Have to eat them off. Someone get me a knife. Please!"
Some argonian trying to trick and/or force others to drink sap would likely piss off other argonians and be seen as some kind of assault by everyone, just like forcing or tricking someone to drink poison or drugs.

Perfect thank you.

In Oblivion, we have a quest that shows what happens when you drink bad sap from a sick tree: https://en.uesp.net/wiki/Oblivion:Infiltration and https://en.uesp.net/wiki/Oblivion:The_Hist
Even argonians can be effected by sap poisoning, "Ingesting large quantities of Hist sap is a dangerous affair, even for Argonians. Sap-Speakers routinely suffer the effects of sap-poisoning, including "gold tongue" (permanent change of mouth pigmentation to a golden hue), unbidden hallucinations, "bark-scale" (thickening and darkening of surface scales), and other maladies they were reticent to talk about." https://en.uesp.net/wiki/Lore:Tribes_of_Murkmire:_Miredancers
I see....so one last question. What if an Argonian rubbed Hist sap all over himself before battle, routinely. Would the same effects happen?
Sounds like a weird thing to do. Might not do anything at all, except waste the sap, or works the same as consuming it and will lead to sap-poisoning.
I don't know. Seems like it's usually ingested.
Though I did find additional info about drinking it. In ESO, there's the Mireheart Scale skin. "Most adventurers who drink corrupted Hist sap die in frothing agony. But for a precious few, the ritual bestows dubious "gifts," such as polished green scales and veins that glow like precious amber."
