Might have found a way to influence settlement spawn.
Ive only tried this before starting the quest. Before I received the message on my ship about the settlement. I got a settlement map from a space station. I then used a portal to a bountiful planet I marked earlier and then used the map which would scan the planet. If it works and it reveals a nearby settlement, I fly into space and accept the message about the settlement. Thus starting the quest and leading me to the very settlement I just found. I've tried this three times, two out of the three, I've been able to locate one on the planet I chose.
Before this. I would use the map in space and it would scan the system. It always gave me a glacial planet. Of course this isnt an extensive test by any means. I hope it works for you guys.

Nice. I’m trying to confirm that process now. It worked once for me. I originally was in Galaxy 47 Milekistri when I loaded up my save today and found the initial settlement there. I saved them from the sentinels, but decided I didn’t want to be an Overseerer on that particular hostile planet so I warped back to my favorite paradise planet in Eissentam and used the chart and found a settlement not far from my base there. Started building and settling agreements before I noticed it was a C class settlement so I tried save scrumming to find better one, but the chart stop working. So I’m headed back to galaxy 47 again and hoping galaxy hopping will allow me to choose one back on my Eissentam paradise. Wish me luck!
I've read that you can upgrade your settlement. So theoretically, with time, you could make it an S class settlement.
