I have it set to normal but I tried the other settings. None of them worked

What are your equalizer settings on? I don't mean the equalizer in the wearables app but the one in settings. Sometimes that can make it sound quiet

Working absolutely fine up until a couple weeks ago. Had them for close to 1 1/2 years so they're far from old.

Were they working fine before or did you find them like this when you bought them?

Try to enable media volume sync in the Bluetooth settings (Advanced)

I've done all the reccomended fixes. 

- I raised the earbud volume via the TouchPad
- I set the developer options to disable max could limit 
- tried resetting the earbuds twice 
- the earbuds are completely clean

Nothing I've done works. I even cleaned out my own ears and the earbuds are still quiet. I know it's not me because my AKG wired earbuds are 3x as loud.
