Unable to resolve hosts after internet outrage. Public IP changed. How to reconnect pihole?

My internet was out for a few days and now when i point my phones dns to the pi hosts don't resolve.

My pivpn was broken earlier and it was because the public ip had changed after the outage.

Could this have similar affects on pihole?

And if not what can i do to troubleshoot?
