There seems to be a problem with Halifax. They are a minor team but are considered as a major team.
What's weird is that they played a full season before this one without problems, so they were considered as a minor team.
Do you remember doing anything related to Halifax during your career?

I added them as an expansion team but other than that I haven't used them or anything

I can't seem to find a solution right now. However, I added a new button in the setting page inside your career.
On the next update go to Settings - Debug and press the Clean career button. It will fix the issues with Halifax.

Thanks!

Another question.
Out of St John's, Houston, Halifax, and Jacksonville. Which teams were supposed to be in the major and minor league? And what were the major-minor afiiliations?

St John's NHL Halifax AHL
Houston NHL Jacksonville AHL

I really don't know what happened but right now
St John's is affiliated to Houston and they are both in the major league.
Halifax is affiliated to Jacksonville. They are both in the minor league, but Halifax is considered as a major league team.
I will need to do more testing, which may take some time to be able to reproduce this issue, the button won't help for now.
