I didn't think I had to. This isn't an error or indicator message of any sort, it's literally just the description for the "Access work or school" option in Settings.
Why does this setting take control of my own device, which I paid for with my own money, from me? Why does Microsoft think it's acceptable to allow a third party to take control of my computer just so I can access files on my account with the third party without the web interface? By all means, own that account, but don't own my computer.
If you’re joining Azure AD, for example, then your device must inherit policies set in place on that AD. That’s just how it is. I can’t say for sure but this sounds like it is probably a tenant setting within your organization rather than a Microsoft setting.
In my organization, we employ conditional access which prevents users from joining their personal equipment to our AD (or sharepoint, etc) whether they would agree to those terms or not.
You didn’t give any background details or the steps to reproduce the message. Generally speaking, though, the answer will be to use the web interface.

This is absolutely outrageous.
