Does a high master's GPA help to hide a low bachelor's GPA when applying for PhD programs?

I'm applying a PhD program in architecture. My bachelors GPA is pretty low 2.3 but, my masters GPA is 4.0. Do you think my Masters GPA can hide my low bachelors degree? Do I have any hope?
