I think Fence broke down or something

Ok, this is flat out weird since as far as i know, the only task that Fence hands out is the one related to the kappa and that's it, but somehow, after doing several scav runs today, i got this... thing?

Do anyone knows what's up? Is this something I should've seen? Or it's just one of the many bugs of this game?

Edit: I guess it's an event https://cdn.discordapp.com/attachments/345290136445255680/885846099397599232/unknown.png
