Downloaded the app in mexico

I’m 18 and figured to make some extra money delivering on my bike, kill 2 birds w one stone, exercise and make money.

But I downloaded the app in Tijuana (Wanna deliver in san diego), but the thing keeps asking for mexican documents i obviously do not have, uber support doesnt help and cant find anything on how to change it

Yes i already deleted the app and downloaded it again, still doesnt work, tried making a new account but when it asks for my phone number it just sends me back to the other account since it has my phone linked

Anyone knows how to fix it??
