[Spoilers] Relistening to the earlier eldermourne episodes and have a question

I’m relistening to the episodes that have been posted so far, and I just finished the hexblood arc. The thing that I’m confused on is this:

When the hexbloods fought the petty king, he said that he met with the reaper when he died who explained that he wasn’t letting anyone into reverie, and that’s why the king was helping moxura

But how is that possible with the reaper having moved on from this world after the war with humanity? It doesn’t say exactly when the hexblood events happened, but it was definitely after the events of the first arc since there were troops from the king in the first town (edit: I forgot that they say it in the next episode that it happened during the boat voyage so it basically follows the order they were released)
