Texture packs wont load help

Im trying to set a HD texture pack for Wind Waker and i did everything right put the packs in the load folder with games ID etc. My texture packs im using refuse to load even tho theyre in there. I have load custom textures loaded too. Its acting like they arent there but are Any idea how to fix this? I cant even load the UHD texture pack for Kazes mod so im stuck. Sorry guys any help would be appreciative. :(
