DAE hate being throttled by the UD internet?

Seriously, it's ridiculous that the university can't afford to let us have a decent internet service. I've been throttled twice in the past two days because I'm trying to download Arkham City (after winning it through a contest). I'm not doing anything illegal, I'm not bothering anyone else, I just want to download my damn game.
