Steering Wheel Locked Can Anyone Help?

I put the key into the ignition; but I can't turn it on. The steering wheel is locked and I can't push down on the break pedal. I've tried moving the wheel from left to right and turning the key and nothing seems to work. I've tried using WD-40 as well. Any advice on how to get the key to turn or unstick the wheel?

Edit 2003 Dodge Neon 2nd Edit. Thank you for the advice I'll keep trying that. Is it one of those thing I have to keep trying till the stars align and it works? Also any idea why I can't press down on the brakes? To start the car you push on the breaks and turn the key. 3rd Edit. Thank you all again for the advice.I'll keep working at ti. Might have to take it in to the dealership to get it fixed. I do appreciate the help. Final Edit: Had to replace the ignition cylinder. Alls Well. Apparently this happens a lot in Neons because the cylinders are shite and come off the line shite.
