Justice System Failing - Help

Has been released from custody twice on 150,000 dollar bails. He raped and scarred three children whom lived with him and their mother. The mother was terrible and they grew up in an awful home. It has been 8 months since the police were told about the situation and they have yet to sentence him. If anyone could help out, maybe by sending a letter or email to the sheriff's office or any local judicial figure in the Flagler County, it would be appreciated. This sick bastard needs to be imprisoned and he could be a threat to the childrens lives.
