Starting again after 6 years but its runs horribly slow

I'm trying to play on my new laptop, but the game is running ungodly slow, to the point I can't even play. I've downloaded the runescape desktop app, installed the latest java, made sure no other programs are running, set the graphics on the lowest settings, put the game on highest priority in task manager, cleaned up my hard drive, checked my internet connection, and nothing is helping.

I have 6gb ram, quad core, etc, so I really doubt that's the problem.

And when I say it runs slow, I dont mean i click something and wait 20 seconds for a response. I mean the frame rate is always somewhere between shitty flip book and power point presentation.

Does Anybody have any suggestions at all?
