Parking sign interpretation question

Hey guys, I am kind of a noob here so I just have a question about parking.

Ok so, on this spot there are two signs, one saying no parking and the other saying parking, but they have two different time frame restrictions.

The green parking allows parking for 10 minutes, around some times if it is Mon-Fri. The red no parking does not allow parking around some other times, but also within Mon-Fri.

So, if it is a Saturday or Sunday, am I allowed to park there? Or do I need some kind of parking permit?
