[4th] A couple of trading questions for Heart Gold.

I haven't played a Pokemon game since the release of Pokemon B/W and this is going to be my first time doing a run through of the Johto remakes. My first question is when do I receive the PalPad and gain access to wifi trading and my second question is can I trade Pokemon from the third and fourth gens when I get access to wifi trading?
