Advice on 94 Magic

Hey Reddit, I'm 83 magic and trying to get 94 magic for Vengeance/Ice Barrage, so, I was wondering what would be a good fast method to do that with only 9m to spend. I was thinking about bursting Skeletons on Ape Atoll or Rock Lobsters and was wondering what you guys think would be a good way to do it.
