Is it true that 85% percent of the gasoline we purchase in the US is just tax?

I was talking with a trucker at my job just before he left for another city. We had a pretty indepth conversation about it. He seemed like a pretty intelligent guy and enlightened my perspective about the world, which made me began to question everything. He told me that for this millennium they seen the transition from steam engines to fuel combustion engines I wanted to find some books or some sources about it but I don't see much. Is the gas industry really the whore of all the governments in the world? The last mention he made was that the oil products in the US do not have a very efficient grade to become gasoline so they are exported for plastics, and other petroleum uses. I know there isn't much you can do about it other than buy a hybrid vehicle but its pretty interesting to be open to the concept and I sure hope it isn't controversial.
