Best weapon loadout for a Vanguard?

I heard the Scorpion is quite effective, but I think I may have missed my chance on getting that... so far I have a heavy pistol, shotgun and submachine gun equipped with around 100% power recharge..

• What do you suggest for weapon load out?
• Is there another way I can get the scorpion?
