Creating a shortcut for a cs source server

I'm trying to get it where I don't have to deal with steam or the main menu in game, I can just go from desktop to server. I've done it in the past but now I can't get it to work. I'm creating a shortcut to the hl2.exe but I can't get any of the target commands to launch the game.
