US Teenage drivers (15-19) are the most dangerous age demographic of drivers. Why is there not a bigger movement to increase the minimum legal driving age to 18+, or at least impose far greater restrictions on teen drivers?

Restrictions meaning things like restrictive driving times, increasing the difficulty required to obtain license, making license easy to lose, etc.

Driving shouldn't be something you can do just because you can afford to, it's a skill and if you're a really bad driver you're a danger to yourself and everyone around you.

Targeting older drivers with harsh driving laws seems to be a far more popular subject than addressing the leading cause of teenage deaths.
