Can anyone who lives in France explain this photo that I took in 2001?

It happened back in 2001 when I was visiting Paris... it was under the Eiffel Tower (note: There is gravel on the ground). This guy in a cow mask decided to make a fire with a hay bale... many people with video cameras came to the scene, before the police made the guy run away.
