How can I prevent fullscreen programs on one monitor from minimizing when I interact with the 2nd?

Are there programs that can help with this? I DLed UltraMon and it helped with some things I'd like but not this. It would be awesome if I could lock the mouse cursor to my full screen program and move it to the 2nd with a hotkey or something.
