State taxes a mess, who needs to be told what?

Ok, here's the situation: my girlfriend has been living in NYC. While living here, she worked remotely with a university in MA and earned 1K.

She also received a bunch of federal fellowships ($27K) last year. Here's where it gets entertaining: while the fellowships are federally funded, they are administered by the aforementioned university in MA. The scumbag university has obviously not sent her any paperwork about the tax treatment of this money. WTF.

Federal was painful, but easy. The money has also been reported to NY and NYC, and appropriately taxed. I'm on the Mass e-file system though, and there doesn't appear to be any place to declare the fellowship income.

Here is my (somewhat naiive) question: does the fellowship need to even be declared to the Mass state government? They are, after all, federal funds, received while living in NY.

(Did I mention that she only lived in NY for half a year before moving to Paris? Partial year NY return... shoot me now)
