DAE wish NPC's would have more of a reaction when you use shouts?

If my buddies and I were fighting some dude who yelled gibberish and suddenly my friend flew back 100 feet, I'd be a little surprised. I really want to hear NPC's freak out when I use a shout. As it is now, there's no reaction whatsoever. It seems a bit odd.
