need help fixing this bug

I regularly lose my left and right hotbars. When this happens, any keybinds I have to slots in those bars cease to work. When I check preferences it says they are both still enabled but I have to <unselect, update, select, update> to get them back.

Has anyone seen this and if so, were you able to fix it?
