ELI5:Metamaterials

Could someone explain to me exactly how Metamaterilas work. I understand the basic idea behind it where when certain materials are organized in a certain way together the behave in a certain way. I want to know why exactly that would happen. Also, how does one make metamaterials? Would someone be able to do it with out exxpensive technology?
