Develop a card game

Hello, First I'm not sure if this is the right place to post so tell me if I'm wrong here.

I would like to develop a card game for like android or chrome. I'm new to game development, I have some basic skills in java,c#,python,html,javascript but to improve and to evolve myself I thought I just start with something I would like to.

The Game

I want to code this, because my friends and I like to play it, it needs brain and tactic.

Any resources/links how I start coding a game/card game like this?
