Can anyone help me with my web dev homework? xpost from r/homework help

Here's the original post with the files inside. I've been working on this all day and I don't really know if I'm on the right track or not. I really love web design/development and I want to be the best I can be at it. I have a test on Tuesday and I feel so unprepared. I've been reading W3 schools CSS tutorials non-stop and I don't really understand the concept of floats and specifying widths and heights to keep the content from dropping down to the next line. I also want to apologize in case this was not the right place to post. Any help from you guys/gals would be great.
