I have a question about tire treads...

Why is there such a big fuss about tire treads? I get why the intense designs are needed for overcoming weather. But if i'm driving in say, california, why would i need any thing at all. F1 tires are practically all flat. What would be a downside in putting those kinds of tires in a regular car?
