[TOMT] 80's movie

My parents were watching a movie in the mid 80's. All I saw was one scene, but I remember it vividly. There is a man and a woman in a kitchen. The woman is cutting a fish. When she cuts open the fish, a small metal canister (an inch or two) falls out. She is so surprised that she cuts her finger. Then the two look at each other intently.

That's it. I have nothing else about the movie specifically. I remember the impression of Russians and maybe spies. But I can't be sure.
