The Mohawk-mullet gang?

I've recently been coming across a lot of these very loud and annoying kids, most of them immigrants, yelling annoying people in the metro... They all have a wierd mullet haircut combined with a fauxhawk of some sort. I'm just curious if anyone know what they are? Street gang or just a wierd fashion trend among teenagers?
