Should I save buying the DLC until GOTY edition?

I have Skyrim for the PS3 and I'm know I'm going to get the GOTY edition for the PC because the PS3 version is too... broken for me, and the modding community is awesome. Should I hold off on DLC until I get the GOTY since it will probably have DLC?
