BEST service for accessing U.S. streaming content outside the U.S.?

This seems to be a common subject on here so I'll try to keep my question brief and to the point:

Having been completely disappointed by available streaming content in Canada, I'm looking into joining one of the many services that will let me access my family's shared US Netflix account from Canada, and I want to do it legally. Most often mentioned in my research has been "Unblock-US" and similar services. As a novice, I have two questions for the more experienced users out there:

• Which service of this kind have you found to be the best in terms of security and performance?

• And...while I understand this can be vague territory, is using these kinds of services legal?
