is it ilegal to eat a product before paying even if you pay?

My friend and I are having a argument on whether it is ilegal to walk into a place that sells food (gas station, CVS, mini mart) and eat food in line (ex. Chips/candy bar). Even though you WILL pay for it is it considered stealing?
