Why doesn't Canada just keep their sludge oil?

Why are they going to ship the stuff to Texas, spill it all over wetlands, process it in Texas, then ship it overseas to make like, ten people a lot of money?

Oh, I just answered my own question.

I want to blow up the friggin planet. Or at least those ten or so people.

Just build a refinery in Canada next to the oil, really.
