Found that the wiring was not done correctly in a new build flat I bought more than 10 years ago - England

I bought a new build flat in 2009.

When replacing an integrated dishwasher, we found out that:

• the wiring was not done properly, it was literally hanging off
• it was left hanging because it was a dirty fix so that the dishwasher could be put there as they didn’t leave enough space

Is there anything I can do to go after the builders or the company who sold the flat after so much time?
