RTX 2070 super

I have a gigabyte RTX 2070 super and I can't seem to find what program I can use to control my fan curves on it. I just noticed my GPU temps are 70 degrees celsius and my GPU fans are not spinning.

Anyone knows what program I can use to control my fans?
