Does Quelling Blade work on Kunkka?

Hi guys.

I recently saw several Kunkkas with QB and was wondering if it actually works, since it wasn't possible in Dota1.

I read the item description of QB and it didn't mention anything about Kunkka not being able to carry it.

If QB can be used, how does the mechanics work?

Let's say a Kunkka with QB hits a creep which also hits an enemy hero through his splash passive. Since QB deals 32% additional damage to creeps, does the enemy hero also receive the additional damage?
