I want to build a budget desktop for Android app development. Can anyone tell me if i3-10105 with 16GB Ram is strong enough to work or should I use i5-11400? Thank you.

I3-10th should be more than enough for your usage.

I don't know why, but colleagues around me always suggest I use i5-11400 because it has more cores but now I spend a lot of money on other personal things so I don't have enough money. Furthermore I find it to be quite similar to i7-7700k

Yes it’s “strong”. We developed Android apps 5 years ago just fine with far less capable hardware.

id personally go with the i5. youd probably an extra year or two of longevity and hardware support.
