(Kind of a Repost) Need Help with 74LS83n chip.(full adder)

The chip is a 4 bit adder and I wired it exactly as the schematic said. But when powered the carry out, S4,S3, and S2 are naturally on .When the A inputs are grounded the B inputs work like normal, but not vice-versa. When the entire thing is not grounded, The inputs work like they should, except for the carry in. The wiring is correct, and i have even switched things around. Im stumped to be honest.
