Caetano succession?
Is there a way for Caetano to succeed Salazar as caudillo normally? And how would Iberia be if that were to happen? Would Caetano convince Franco to slowly reform Iberia? Council expansion?

After the Salazar death you can choose him as a succesor, and he IS needed if you want to form the Iberian Federation and have free elections, so yeah, he can reform Iberia with Franco. ¿How exactly? I don't remember pretty well, i played Iberia a long time ago
