how is it decided if you're a doux/jarl/duke/petty king? can you change the title?
im not sure if changing culture in character creation changes anything in ck3

Title names are based on culture, and with the culture rework I suppose they're based on the heritage. The top liege's culture affects all his vassals but I think their character title stays the same as it should be in their own culture.
Also petty kingdoms are inherently an independent duchy of certain cultures.
