Royal Court must have changed de jure requirements

I'm sure like everyone else I've been enjoying royal court, but I've noticed every game I always see France and Hungary always form Francia and Carpathia, I don't remember exactly what the old de jure requirements were but I know for a fact they weren't doing this, I think it's tied to the kingdom/duchy requirements because Brittany easily forms too, and I there's no game rules to change requirements. If its a mod thing I might just not be realizing let me know but here's my mods: "EPE", "CFP", "EPE+CFP compatibility patch", "Debug Tool (less Invasive)", "Unite French Thrones v2".
