I like Shrines. I was excited to make a historic brawl deck with the new 5 color Shrine creature (Go-Shintai of Life's Origin), only to find out it doesn't exist on arena. Why?

It's not legal in any formats that are on Arena.
I mean, that's a bit of a circular argument... Historic is 'all cards on Arena' so it WOULD be legal IF it were added. The real answer is "they haven't added NEC to Arena but might do so in the future"
They haven't added any Commander cards, none of the MID or VOW ones are in Arena either.
Sawtusk demolisher was added in an anthology, that's from Ikoria commander
It's not from the kamigawa set, but from commander kamigawa set. Cards like this don't make it to arena unless they force them in later.
Most of them dont make it onto MTGO either... (altho it seems this is one of the few that did)
The shrine, the new myojin, and Yoshimaru are all set booster exclusives and not in the main set. They may get added in an Anthology, but they aren't on arena the same way [[Lynde]] wasn't
