Could someone please explain what is wrong with blood ties?

So for some reason, when I chose to eradicate the goth kids in the subway station, then send Ian home, I get declared an enemy of arefu. Wtf? I though they wanted me to rase hell down there, not hold a peace conference. I also have no access to mods (playing xbox one G.O.T.Y.), so do I have to go for a peaceful solution? These vampire wannabes are causing havoc, and the character I'm playing wouldn't spare them if it were an option. What do I do?

Update: Well. After burning three hours trying to get this stupid quest to work, turns out you have to kill the gate gaurd before getting Ian, since he's part of the Family faction, the factions merge after the fact. I just forgot. Bloody hell Bethesda.
